A minority, for obvious reasons, has difficulties in maintaining a master position. Hence, the safest bet is an increase in the population.
At all times master cultures have been constructed in order to seek unification behind a master or ruler.
In actual fact, ordinary people act as catalysts for the personal concept of ruling. It is, too, in the interest of the people nearest the potential ruler to encourage and support his ideas.
Provided these concepts are attractive enough, they are accepted. Success depended, and still does, on the society's ability to satisfy its citizens´wishes, or from a democratic point of view, demands. Hence, the personal concept of ruling does not work in a democracy. On the other hand populist ideas and concepts can give birth to usually short term pseudo-rulers, surfing on incidental social tendencies.
